中化石油勘探开发有限公司(下称“勘探开发公司”)是中国中化集团公司(下称“中化集团”)的全资子公司,承担中化集团石油业务向上游延伸的战略使命,致力于在海内外开展石油勘探开发业务。

1999年,中化集团确定了“向上游延伸”的公司战略,这是为致力于成为“具有全球地位、受人尊敬的伟大公司”这一宏伟目标而做出的长远性、全局性战略决策。2002年,中化集团设立了全资子公司--中化石油勘探开发有限公司。
自成立以来,勘探开发公司持续推进中化集团向石油上游延伸的战略,大力开发新项目,油气储量稳步上升,油气产量快速增长,盈利能力持续增强,资产质量与结构不断改善。2002年到2010年,勘探开发公司在海外石油上游业务的累计投入收购费用和后续勘探开发投资24亿美元,累计生产权益油气6051万桶(油当量),约合871万吨,实现了从非作业者到作业者、从开发到勘探、从油田到气田、从陆上到海上的跨越发展,油藏类型涵盖了砂岩、碳酸盐岩和火成岩、常规油和重油,业务规模不断扩大,自主发展能力不断增强,为下一步快速发展奠定了坚实基础。
截至2010年底,勘探开发公司在也门、阿联酋、突尼斯、厄瓜多尔、哥伦比亚、秘鲁、叙利亚、印度尼西亚和我国渤海湾地区拥有23个油气合同区块,其中在产区块10个,开发评价区块2个,勘探区块和待开发区块11个;在23个区块中的12个区块担当作业者;在海外拥有权益内剩余油气可采储量1.88亿桶,2010年权益内油气产量超过1700万桶,约合251万吨。2010年5月,公司与挪威国家石油公司签署协议,收购其位于巴西海上Peregrino油田40%的权益,此项收购大幅提升了公司的储量产量规模。项目已于2011年4月14日正式完成交割。
几年来,勘探开发公司以加强现有项目管理、进一步壮大资产规模为重点,积极开拓新项目,强化项目生产经营管理,深入开展技术研究,提升综合管理能力,加强队伍建设和企业文化建设,努力实现公司油气资产规模和经济效益同步增长。未来,公司将以科学发展观为指导,深入开展第三次创业,聚焦现有项目,夯实基础,提升能力,有序发展,做大做强中化石油勘探开发业务,朝着“拥有一批优良油气资产、具备自我持续发展能力、成为国际知名的、具有中化特色的石油勘探开发公司”的愿景目标不断迈进。
As a wholly-owned subsidiary of Sinochem Group, Sinochem Petroleum Exploration and Production Co., Ltd. (hereinafter referred to as “Sinochem E&P”) undertakes the strategic mission of expanding Sinochem Group’s oil business to upstream sectors, with a commitment to conduct oil exploration and production at home and abroad.
Being one of the key state-owned enterprises, Sinochem Group has been named to “Fortune Global 500” for 20 years, ranking the 203rd in 2010. With five major business segments - agriculture, energy, chemicals, real estate and finance, Sinochem Group has become the fourth largest national oil company in China, the biggest integrated company dealing with agricultural inputs, and the leading chemical service provider, as well as enjoying strong influence in China’s high-end commercial real estate and non-banking financial markets.
In 1999, Sinochem Group defined its strategy of “expanding business to upstream sectors”, which is a strategic decision of long-term and overall importance with an intention to realize the grand objective of growing into “A great respectable company with global presence”. To this end, Sinochem Group established its wholly-owned subsidiary Sinochem Petroleum Exploration and Production Co., Ltd. in 2002.
Since its foundation, showing continuous adherence to Sinochem Group’s strategy of expanding oil business to upstream sectors, Sinochem E&P has been making great efforts to develop new projects, leading to a steady growth of the reserves and rapid increase in the outputs of oil and gas, as well as increasingly strong profitability and continuously improved assets quality and structure. From 2002 through 2010, Sinochem E&P invested a total of US$ 2.4 billion in acquiring upstream oil business overseas and in follow-up oil exploration and production, producing a total of 60.51 million barrels (oil equivalent) of equity oil and gas which equaled approximately to 8.71 million tons. This achievement demonstrates that the Company has completed the growth from non-operator to operator, from production to exploration, from oil fields to gas fields, and from onshore business to offshore business. Benefiting from a wide range of oil reservoirs from sandstone, carbonatite to igneous rock, and from conventional oil to heavy oil, the Company’s business size is getting bigger and its independent development capability grows stronger, laying a solid foundation for further development.
By the end of 2010, Sinochem E&P had possessed 23 contractual oil and gas blocks located, respectively, in Yemen, UAE, Tunisia, Ecuador, Colombia, Peru, Syria, Indonesia and China’s Bohai Bay, among which 10 blocks were in operation, 2 blocks under production assessment and the remaining 11 blocks being explored and waiting for production; the Company served as an operator in 12 blocks of the total 23 blocks; within the scope of the interests the Company owned overseas, the remaining recoverable oil and gas reserves totaled to 188 million barrels, and in 2010 the oil and gas yield within such interests exceeded 17 million barrels which equaled approximately to 2.51 million tons. In May 2010, Sinochem E&P signed an agreement with Norsk Statoil, for acquiring 40% of interests of the latter’s offshore Peregrino Oilfield in Brazil. This deal has increased greatly the reserves and yields of Sinochem E&P. The project in question has been formally delivered on April 14th, 2011.
Over the last several years, laying strong emphases on strengthening the management over existing projects and enlarging further the assets, Sinochem E&P has taken an active part in developing new projects, intensifying the production and operation management of projects, making deep technical research, enhancing its overall management capabilities and improving the construction of the workforce and the enterprise culture, to enable the Company’s oil and gas assets size to grow in pace with the economic benefits. Looking into the future, the Company will, under the directions of scientific outlook on development, go in for the Third Great Leap-forward, putting focuses on existing projects to consolidate its foundation and enhance its capabilities to realize orderly development, for the purpose of enabling Sinochem Group’s oil exploration and production business to grow bigger and stronger, and forging ahead towards the aim of “Holding high-quality oil and gas assets, possessing independent and sustainable development capacities and growing into a petroleum exploration and production company with global fame and unique Sinochem features”.
